Belarus simplifies sanitary standards for eateries
Sanitary standards for food service facilities in Belarus have been simplified. The main changes relate to cooking rules.
In particular, the previous edition of the rules stated that the cutting of meat, poultry and meat processing was permitted only in separated premises. In the new document, this restriction has been lifted in respect of poultry meat.
Requirements regarding kitchen utensils and appliances have also been simplified: now you can use any material permitted for use in contact with foodstuffs.

Belarus introduces age labeling of games, movies, music
From July 1, 2017 it will be forbidden to sell information products without age labeling in Belarus.
The corresponding resolution was adopted by the Council of Ministers on October 17. The resolution reads that information products are media products, publications, audiovisual works, phonograms, and games, including computer software.
It will be illegal to sell to minors under the age of 16 movies with the age label of 16+ or 18+ (earlier the resolution banned the sale of audiovisual works with the indexes of ** and ***.

Belarusian self-employed businessmen unwilling to certify goods, downplay quality concerns
Not all individual entrepreneurs in Belarus are ready to work under new and transparent rules, which promote safety of goods. Most of them do not hurry to use the procedure for certification of the goods. This means that each entrepreneur must obtain a document that proves that clothing, footwear, perfumes and toys they resell are made legally and of high quality raw materials that are not harmful to health.
Belarus 50th out of 102 in Rule of Law Index
Belarus took 50th place in the index of the rule of law. The rating was published by the international non-governmental organization American Bar Association.
The list includes 102 countries. It is topped by Scandinavian states.
Among the neighbors Belarus holds a more favorable position than the majority of neighbors leaving behind Kazakhstan, Ukraine and Russia.
New law on fight against corruption enters into force in Belarus
The new law on the fight against corruption enters into force in Belarus. The document will first of all play a preventive role. It is now forbidden to appoint to senior positions those dismissed for defamatory facts if less than five years have passed. Those who had committed a serious crime will never be able to return to civil service.
Administrative responsibility in Belarus may be liberalized
Proposals of the Belarus Interior to liberalize the administrative responsibility was by and large supported by Belarusians. Most of them concerns traffic police. In particular, 93% of respondents supported the proposal that citizens who have a driving license but forgotten it at home will be freed from administrative liability.
The Interior Ministry noted that any change to the administrative law will not be directed at reducing the security of the citizens.

Belarus tightens norms against dishonest businessmen

Belarus' Constitutional Court adopts annual message to President, Parliament
The Constitutional Court of Belarus has adopted the annual message to the president and both houses of the National Assembly, Belarus' parliament. This is a kind of the final assessment of the development of the legal system in 2015.
During this time the court checked whether 50 laws, adopted by the Parliament, are consistent with the Constitution.
Belarusian Currency and Stock Exchange gets extra functions
Services of the Belarusian Currency and Stock Exchange will become more attractive for investors. After a presidential decree, the stock exchange is given additional functions.
The document will significantly reduce the risks for financiers as transactions will now be more transparent. The Belarusian Currency and Stock Exchange can now independently open current accounts on its site and correspondent accounts in foreign banks. It can also conduct foreign exchange operations with the National Bank.
Master plans for Minsk's satellite towns approved
The President of Belarus has defined the satellite towns of Brest, Grodno and Minsk. The head of state has signed a decree, which also specifies the schemes of the complex territorial organization of regions.
The document identifies priorities for socio-economic development of certain areas, their engineering and transport infrastructure.
Minsk's satellite towns will be Dzerzhinsk, Zaslavl, Logoisk, Rudensk, Smolevichi and Fanipol. Brest will have Zhabinka in this status, with Skidel being Grodno's satellite.
What new laws to expect in Belarus in 2016?
Belarus has approved a plan for drafting legislation for 2016. The list includes 40 documents. There were many more legislative proposals, about 130.
The proposals are authored mainly by MPs, government bodies and research institutions. The majority of laws pertain to economic issues. The budget package includes 9 bills.
The social sphere has not been forgotten either. Some changes will affect social services, housing and utilities sector.
There will be some new points introduced for families with children.
President signs Belarus' budget for 2016
The Belarus President has signed the law on the national budget for 2016. It is going to be executed with a surplus: the country intends to make more than BYR 180 billion and spend about BYR 163 billion. Key development objectives are growth and export diversification as well as the creation of new jobs.
The Belarusian budget for 2016 will keep its social orientation. The priority is the financing of education and health.

Belarus has created mechanisms to control products' conformity with technical regulations, said December 29 the Prime Minister of the country.
In 2015, experts of the State Committee for Standardization checked over 20,000 items of imported products. And in most cases, violations were detected.
They are mostly related to the labeling and lack of documents confirming the quality and safety. It concerns mainly baby products, light industry products and furniture.
Belarus adopts black diggers decree
Belarusians are now forbidden to buy, sell, give, exchange and put in pawn archaeological artifacts. Excavation with the use of metal detectors is now possible only with a special permission. This week the President signed a decree, which is designed to help preserve the cultural heritage lying literally under our feet and, of course, to deal with so-called "black diggers".
For the man in the street a "black digger" is anyone who takes up a metal detector and a shovel but for real hunters such term is akin to a personal insult.
Belarus' young families to get more financial support for housing construction
Belarus has increased by 50% the amount of financial assistance to young and large families for housing construction. The corresponding decree was signed by the head of state.
Now the family, who already have a child, can count on 40 minimum subsistence budgets (MSB). If a second child is born, the assistance is increased to 80 MSB, while families with three kids can get 100MSB. At the moment, it is nearly BYR160 million (about $8,700).
Belarus MPs amend law on liability for breach of EEU technical regulations
Protect the domestic market from low-quality products. Belarusian MPs on 15 December in the first reading adopted amendments to the law on liability for breach of the technical regulations of the Customs and the Eurasian Economic Union.
While now the production or sale of products that do not meet these requirements entails a penalty of 100 base units, the amendment increases the upper limit to 200 units.
Private medical centers in Belarus allowed to issue medical certificates
Private medical centers in Belarus have been allowed to issue sick leave certificates.
This is determined by changes in Belarusian legislation. They will take effect from February 2016.
From that moment, doctors who carry out consultations and work in emergency rooms, diagnostic centers and centers of sports medicine will be eligible to issue sick leave certificates.
Belarus creating better conditions to preserve cultural heritage
Belarus has approved a set of measures aimed at creating additional conditions for the preservation of its cultural heritage as well as the prevention of black diggers' activities. The corresponding decree was signed by the Belarus President.

Additional privileges for investors in Belarus
In Belarus, investors will now be provided with additional privileges and preferences. This is stipulated in decree number 8, issued November 12 by the Belarus President.
The document provides for the procedure of competitive selection if there are two or more investors applying for an investment project on the same plot of land. This will ensure the best and most efficient use of land resources.
Current Belarus' government to continue serving until new one formed
The current government of Belarus will serve until a new one is formed. Alexander Lukashenko signed a decree in connection with the government's stepping down from office before the newly elected President.
In accordance with the constitution of our country, the Prime Minister, his deputies, ministers, chairmen of state committees fulfill their powers until the formation of a new Council of Ministers by the head of state.
New law to protect Belarus' kids from harmful information
Belarus intends to protect children from harmful information. Such a bill was approved on October 15 by upper house MPs in the first reading.
Now in the movies, books, computer games and programs one will see what age can use this information. The signs 6+, 12+ and 18+ will help restrict minors from violence or foul language.
The bill was one of the most discussed in the House of Representatives. All in all, MPs considered more than a dozen of issues: economic, security, law and education.
Belarus' parliament reviews foreign donations, a number of international agreements
Busy day for the Belarusian Parliament. October 15 at the autumn session the Council of the Republic discussed the issues of foreign donations, as well as a number of international agreements. The upper house of parliament approved innovations in trade.
This meeting of the Council was held just after the most important and discussed event in the country: Belarus presidential election.
Belarus' parliament ratifies Friendship Treaty with China
The Council of the Republic, the upper chamber of the Belarus parliament, has ratified the Treaty on Friendship and Cooperation between Belarus and China. The document was signed by the heads of state in Minsk in May 2015. Also, the MPs considered the procedure of foreign donations. Especially for this they analyzed the experience of Kazakhstan, Russia, Austria, Great Britain, the United States and other countries.
Belarus, Russia may soon have common migration space
The lower house of the Belarusian parliament today, 15 October, reviewed more than a dozen issues in the sphere of economy, security, law and education. One of the most resonant was the question of age labeling information products. With such a sign lawmakers plan to restrict children from information that may be harmful to minors.

Alexander Lukashenko: Evolutionary way is better, without revolutions

Belarus parliament opens 2015 autumn session: agenda
Last week, there began the eighth session of the House of Representatives of the National Assembly of the Republic of Belarus. All attention is now focused on the draft budget of Belarus for 2016. MPs themselves are aiming for a balance in the economic development and innovation.
The Finance Ministry began work on the draft in the spring. And still deputies consult with financiers every day and make additions.
