Belarus may abolish 'social parasite' law if it proves ineffective The decree on the prevention of social dependency will remain in force, but the identified deficiencies will be removed from it. The first results of the fight against parasitism in Belarus were summed up on December 6 at the meeting hosted by the head of state. The Government has made proposals to amend the document. At the moment, 9,500 people have paid the 'fee for unemployed'. 4,000 did it voluntarily, after the document came into force. In total, 73,000 notices were sent to Belarusians.

Forced resignations and hidden layoffs violate the rights of the employee, said October 24 President Alexander Lukashenko as he met with head head of Trade Unions of Belarus Mikhail Orda. Some businessmen try to solve production cost problems at the cost of people, by not extending their work contracts or creating incentives for voluntary resignation. According to Alexander Lukashenko, in the social state, one of the main goals is the protection of workers' rights.

Belarus' trade unions analyze issues raised during 5th All-Belarusian National Assembly More than 300 trade union members discussed job saving, labor laws and improvement of working conditions in Minsk June 29. The Federation of Trade Unions raised all these issues at the fifth All-Belarusian People's Assembly. Now the main task of trade unions is to bring the key points of the development strategy of the country to every Belarusian. The Federation will also work out a clear algorithm according to which the federation will be working in the next five years.

New rules for foreign workers introduced in Belarus The Belarus government has adopted new rules for foreign workers. The concept “qualified worker” has been introduced in the law on migration. Specific requirements have been listed for such specialists. For them, special work permission will be issued for two years. Other foreigners can work in Belarus under one work permission document during a period not exceeding one year.

Unemployment insurance may appear in Belarus Belarusian trade unions are in favor of innovations in the country's legislation: they would like to introduce insurance for unemployment or bankruptcy of the employer.    Increased competition in the labor market requires additional guarantees for workers. Mechanisms and conditions for new types of insurance for Belarus were developed in conjunction with specialists from various ministries, the National Academy of Sciences, and the deputies of the State Control Committee. The developments will now be forwarded to the government for discussion.

The so-called Directive No1 sets out basic points of the rule of law, order and labor discipline. The document has been in force for over 10 years. It was signed in March 2004 by President Lukashenko. There were a lot of prerequisites for the signing of that document back then. Among the major ones were: failure to comply with fire safety requirements; death under circumstances not related to occupational hazard; neglect of safety precautions; violation of labor discipline.
