Belarus waiting for IT giants after revolutionary decree

The decree "On the development of digital economy" was signed and we already have the analysis of the main changes for you here.

On December 22, the President of Belarus met with businessmen in the Palace of Independence.

Alexander Lukashenko is sure that entrepreneurs should actively develop business in small towns and in the countryside. There are no obstacles for business development in Belarus. Conditions for starting your own business have been substantially simplified.

The head of state noted that he supported all proposals of entrepreneurs, no matter how complex topics they affected. A step towards a new development of the digital economy is proof of this.

Alexander Lukashenko, President of Belarus:
In autumn I signed a whole package of documents: a decree, seven ordinances that are designed to give a powerful impetus to the development of the private sector of the Belarus economy. We are talking about eliminating redundant administrative barriers, which, in your words, hamper the business initiative.

Today it is necessary to actively go forward, not to be afraid to take risks and open new directions. That is why on December 21, I signed, as promised, the decree "On the Development of the Digital Economy". Its main goal is to create such conditions that the world-famous IT companies come to Belarus, open their representative offices, development centers, and create a popular product in the world.

The second goal of the decree is investment in the future. These are IT personnel and education.

The third is the introduction of the latest financial instruments and technologies. Leading economies of the world are only just eyeing this new phenomenon.  Belarus is actually the first state in the world which opens up wide opportunities for the use of blockchain technology. We have every chance to become a regional competence center in this field. Moreover, with the adoption of the decree, we not only created the conditions for the development of IT in Belarus, but also acquired unique competitive advantages for attracting technology, capital and, most importantly, smart and talented people from all over the world. These are our plans. This decree, along with a package of business decisions, should allow Belarus to take the faster growth path.

Today I want to hear from you an honest answer to the question: are the measures taken optimal?

I don't want to enter the new year with "old luggage". We need to leave it all back in 2017.

The President stressed that from now on all proposals on business environment in Belarus become mandatory for consideration. Local authorities and supervisory bodies must not obstruct, but only help to develop business initiatives.

Small and medium business is the most important component of sustainable development of the country's economy, the President noted. All decisions regarding the liberalization of business conditions should be implemented as soon as possible.
