What did CIS leaders discuss in Sochi?

A lot of interesting things happen in Sochi quite often. This time it was a political forum. The presidents of the former Soviet countries have come here for the CIS summit and the meeting of EAEU leaders.

It is quite difficult to believe in it, but until the middle of the 19th century Sochi used to be a place of deportation because of its horrible climate: there used to be many swamps and malarial mosquitos here. Scientists managed to overcome this problem.

The symbolic place for the CIS leaders. They were creating the CIS on the ruins of the USSR, which 26 years after is demonstrating its resilience.

By the way, local residents are sure that during the season the population of the city increases by seven times. Many delegations contributed into it. The interest to summits is immense.

An international press center. It looks like a beehive-more than 200 journalists are following every word, gesture and glance of the negotiations’ participants. Many of the details of negotiations stay behind “closed doors”.

By the way, the mutual photograph reflects the situation in the organization. The “big three” is in the center- the founders of the EAEU Customs Union. Special attention is paid to the right part of the photograph: the leaders of Armenia and Azerbaijan on all the photographs in Sochi were together-a unique event.

Not once has the CIS been criticized. It has secretly been named as the “elite club of presidents”. The negotiations of the leaders began in a narrow circle. The word was taken by Alexander Lukashenko. He expressed his severe opinion on formalism: the agenda and announcements are not the level of presidents. And as for really important issue as collective security, which is about to fall, the society closes its eyes on it.

Alexander Lukashenko, President of the Republic of Belarus:
If the club is so elite, let’s make this elite club, where problems will be solved, declarations will be adopted, as it happens in the Big 20 and the Big 7. Or, if we leave the right to make certain decisions, let’s raise these issues, make decisions. In reality we are only making out that everything is fine, we gather, make announcements, an as a result the efficiency is very low. The issues of security are not knocking at the door anymore, they are inside. And we are shamefully avoiding them: either we are afraid of bringing up the issues, or we are afraid that we won’t be able to solve them.

In Alexander Lukashenko’s opinion the CIS Interparliamentary Assembly works according to a formal characteristic: there is no payoff, but a reasonable amount of money is allocated for the organization. With such efficiency, there might be no sense in the existence of the structure.

Alexander Lukashenko:
I think that we are adopting some model laws, but I do not know at least one law in Belarus and in other countries to be in the national law system. It never happened before. It turns out that deputies gather in St.Petersburg, they discuss something, speak about things. Even we do not know, because it is not in demand. I am saying it because we need to take the issues of structures, payments seriously. There are many authority officials, but there is no point in it.

Active integration is within the interests of the country, The economic benefits from being in the CIS are evident: the commodity circulation has reached 75 billion dollars. This year the figure grew by 20%. And that is all under the conditions of serious global economic worries.

Vladimir Bobylev, director of Russian public organization’s department “Russian Political Experts’ Association”:
The main moment is integrative; the CIS fulfils its functions in the first place. It is natural that the economic center of the EEU is being reformed. Economic ties mustn’t be sold. On the example of Ukraine we see that the breaking of economic ties led to a collapse of a whole country.

All in all the heads of state considered 18 documents. They decided to build a “mutual shield” against corruption, financing terrorism and illegal income-laundering. The Council signed a document on declaring 2019 the Year of Book, and 2020 of 75th anniversary of Victory in the Great Patriotic War.

The cultural capital of the CIS in 2019 will be Brest. The chairmanship was passed from Russia to Tajikistan. Emomali Rahmon ensured that he will continue the course shaped in Sochi.

We consider it necessary to lead cooperation of our sides in the sector of cargo transit, vehicle and railway transportation to a new level of high quality.

The summit is another possibility to discuss the current issues “one to one”. Alexander Lukashenko held a bilateral meeting with the President of Uzbekistan.

Alexander Lukashenko:
In the Soviet Union Belarus was considered as a very advanced republic. I felt sorry to lose schools, which were created during the years. We preserved them with an orientation on export. These were good technologies and we developed them. Therefore, today we sell technologies and goods which are produced using good technologies. They are better than foreign analogues, both price and quality wise.

The presidents made the main economic bid on the EEU. The organization is growing fast. The commodity circulation between the countries of the “five” exceeded 29.5 billion dollars. That is considering the fact that Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia have been in the standing together in the organization for only 3 years. There are mutual medication and food markets. In three months the commodity circulation will fasten –the Customs Code will be functioning to its most.

It is rewarding that all the EEU leaders confirmed their interest in further all length deepening of integration.

Primarily, the summit is a platform for “time check”. The CIS is still following one course. It once again proves, though we are different, we are still together.
