Alexander Lukashenko gives indications to reconstruct local roads in Belarus

In all the times, many countries fed on their geographical position, being on the important route “from the Varangian’s to the Greeks” or on the Great Silk Way (by the way, this way, which is being revived by China, looks very promising for Belarus).

The transit status brings profit for Belarus as well. The highway network is being expanded for this. Belarusian roads are praised by guests from Western Europe. The highways of Belarus today are one of the best in the world. Now it is high time for the local roads. Some seven housand kilometers will be modernized in the upcoming years. Local roads must be as good as republican ones-the President set this task. Not only this was discussed during Alexander Lukashenko’s working visit to the Minsk region. Agriculture was brought up after President Lukashenko inspected the fields from the helicopter. The Slutsk district. The corn fields are flooded with water. The nature factor is considered, of course. However, it is to do with elementary irresponsibility.

Alexander Lukashenko, President of the Republic of Belarus:
It seems that some of the corn fields won’t be harvested. It is a swamp there, I flew over the fields, and 200 hectares are in a swamp. It won’t dry up on the meliorated lands. It means that at times we do not think where to sow and how we will be harvesting. The lands meant for grasses are sown with corn, and water is up to the knee there.

To change the sowing structure and not to be after blown up figure. The Rachkovichi farm has a formula which will bring the entire region to the level of a state farm. The profitability of dairy products here is 74%. The secret is simple-responsible approach to everything. Building, for instance. In order to provide the cattle with feed of good quality, trenches are used. It cost 50 thousand rubles. Quite a reasonable amount was saved.

Alexander Lukashenko:
Some 25 thousand dollars is the maximum. It can be less, if more, to give the materials to Anisimov and he’ll go thee to inspect straight away. You understand why I am saying this. We have a program and we’ll begin investing money into it now. And everyone will begin to improve their financial states and will begin building trenches for 200 thousand dollars, not for 25.

There are 70 thousand kilometers of regional importance roadway in Belarus today. Some 20 thousand kilometers are in need of repair works. It is approximately every eighths kilometer.

Anatoly Sivak, Transport and Communications Minister of Belarus:
The main problem of local roads today is the expired dates of repair works. We need to implement new technologies, more resource-saving technologies, so that the effect from investing is bigger.

The need of repairing roads was discussed in April of the current year. At the meeting Alexander Lukashenko gave indication to get to grips with the problem – to choose technologies and machinery.

The main task is for it to be of reasonable price and of good quality. As many as seven thousand kilometers of local roads are planned to be repaired in the nearest time. Specialists suggested three modern variants of solving the problem.

The first variant is concrete roads. The difference in price is about 20%. The main plus is longevity. What is more, after the modernization of the cement industry, there is no shortage of this material in Belarus. It is an ideal variant to build a road from the very beginning.

Alexander Lukashenko:
The roads in villages, at farms, where the pressure is high-to go this way in particular. Yes, we will first put more money into it rather than into asphalt concrete. But is it 50 years!

This technology is an experiment for Belarus. It was tested in the Brest region last year. It is an ideal variant of coating laying for gravel roads. The machine picks up the sub-soil, mixes it with cement and water. And it the end strong gravel is produced. It is a safe chic for the drives to agro-towns and small villages, where there will be no heavy vehicles on the roads.

Sergei Demko, director general of “Brestobldorstroi”:
There is a cutter inside, it all is mixed and a new material, mixed with the component, comes out of the back. It turns out to be cheaper than the components of the classic layers.

And finally the third variant. The method of the so-called resaitling. With a subtle movement of the operator’s hand, the old layer turns into a new layer. The cutting picks up the old asphalt, granulates it, mixes it with bitumen additives and lays the road. It is nearly 25% cheaper. However, there is one but: such machines are not manufactured in Belarus; there are only two machines like this in Belarus at the moment.

Alexander Lukashenko:
Industrialists must be given indications. Let them begin. We have a big road network; it must be brought to order. If we are going to constantly buy machines from abroad, why do we need the machine building industry in Belarus?

It is for the manufacturers to decide whether they can master the technology. At the moment the demand on machinery from rod services is three units per year. If external distribution markets are not found, the project is financially pointless. Today 60 types of equipment for building works are produced in Belarus.

Gennady Svidersky, Deputy Minister of Industry of the Republic of Belarus:
We will be using the possibilities of our road workers on producing specific bulkheads, and the basic support of the machinery.

The President insists on approaching the reconstruction of local roads mindfully. To see the advantages and the disadvantages, to consider the specifics of each region. The task is to harmonically connect local roads with the highway network. By the way, it is the most compact in the CIS-87 thousand kilometers.
