New legislative season opens in both houses of Belarus parliament

The new legislative season opened in Belarus on October 2. Deputies of the lower house of parliament started work from the very morning.

The parliamentarians voted to amend the law "On the National Academy of Sciences", approved an agreement on financing cross-border cooperation, and considered the pressing oil issue. In particular, a protocol has been ratified that will help improve the efficiency of the oil refining industry. In total, about 30 documents have been prepared for consideration by parliamentarians.

Treaties related to several cross-border programs were ratified. The budget of the "Poland-Belarus-Ukraine" program is about 200 million euros, while that of "Latvia-Lithuania-Belarus" is over 80 million. This, says deputy Olga Popko, will certainly benefit our border regions. She herself participated in the implementation of two cross-border tourism projects.

On the border of Latvia and Belarus, two out-of-competition projects will be organized. One of them is the construction of roads that connect points Grigorovschina-Paternieke on the Latvian-Belarusian border. The second project is also the construction of a checkpoint on the Latvian border.

The new law-making season promises to be rich in new documents. About 30 of them have been prepared for consideration. These are economic and social bills and quite a lot of international agreements.

Thus, the treaties on friendship with the Sudan and Georgia were ratified, the deputies called for amendments to the two decrees of the President. Another new law will clarify the composition of the Presidium of the Belarusian Academy of Sciences and the procedure for appointing an academician-secretary.

It gives the National Academy of Sciences the right to elect foreign citizens honorary members.

The oil issues were also reviewed. A protocol has been ratified that will help improve the efficiency of the oil refining industry. While earlier 23 million tons of Russian oil was supplied through the pipeline and 1 million by rail, now all the volume will come only through the pipes. This is financially more beneficial.

The republic's budget gets about $45 million a year thanks to this change in supply scheme.

Time dictates adjustments to the "Convention against the use of doping." But one thing remains unchanged: an honest competition must be above the temptation of the so-called easy victories. Much attention was paid to the adoption of a package of budget bills. The upper chamber, the Council of the Republic, also notes this.

Particular attention will be paid to subventions of the republican budget for the payment of pensions and benefits, because the state guarantee is the level of pensions no less than 40% of the average salary in the republic, this is the timely payment of benefits to families raising minors.

Сhanges are also due in the laws "On Pensions", "On Veterans" and "On Physical Culture and Sport." There are many documents that will affect all Belarusians of different ages.
