Belarus President wants to carefully unleash business initiative

The new package of documents liberalizing business climate in Belarus will be finalized by October 1st. The task was set by the Belarusian head of state at the meeting that discussed the situation in the business environment.

In general, the President approved the submitted drafts. The documents will need only a small technical revision. As expected, the main document will be Decree on the development of entrepreneurship, where new approaches to doing business in Belarus will be described.

First of all, the number and scope of checks will be reviewed. A person willing to start a business will have to only notify authorities about this intention. All unnecessary administrative procedures will be canceled.

For example, now Belarus is using nearly 600 points regarding fire safety rules. Only 58 will remain. But such steps do not mean that control over the work of entrepreneurs will be reduced. On the contrary, the social responsibility of businesses is to be strengthened, the President requires.

Alexander Lukashenko, President of the Republic of Belarus:
Any of our joint actions (mine as a representative of the authorities and yours as business representatives) must have some effect - for the state and for the business. One-way street is unacceptable. You as businessmen know it better than me.

Let's agree: if it turns out that after the signing of these documents people who will work for you will not receive any benefits; if the security and defense of the state are not enhanced, let alone authorities (although few people were left after the optimization of state apparatus and they cannot eke out a miserable existence), no one needs this simplification and removal of excessive demands.

This is my approach, I think it's fair. You must understand that this is your country, and the strength of the state determines your well-being. It especially does when it comes to those people who work for you. Let's be honest - they work for your benefit first of all. So this is my only "philosophic" requirement, if you will.

We cannot allow a huge gap between poor and rich people, as it happened in a number of countries. A saw it 25-30 times. This is unacceptable. Therefore, I want our business to be free, responsible, more effective, and in this regard we must adopt all the planned decisions, but the state should become stronger after such decisions. If you understand this problem differently, well, we would not agree with you, I am telling you straight.

The basic idea is that anyone can start a business without a big investment and a minimum tax burden.

However, as experts note, the document is aimed primarily at the emancipation of the business initiatives in small towns and rural areas. This involves doing business on favorable terms.

In particular, the payment of a fee of one basic value, exemption from land tax and property tax. But these preferences will be targeted. Local authorities will get the right to determine such areas.

The main idea of ​​the President was not to let this document reduce budget revenues. That is, we must solve this double task: on the one hand, we need to liberate business initiative, give more freedom in trade, public catering, consumer services and provide targeted benefits, only to those who do qualify for them. The President instructed to finalize this document in the course of one month and report to him personally.

The head of state said that business is not an easy task, and its success depends not only on conditions created by the state, but also on the person. It is planned that the new document package will include about a dozen legal acts. The President will consider each of them separately.
