Population in Belarus should be 15 million possible, President says

Belarus will update Decree No. 3 "On Prevention of Social Dependency". The document should be ready by October 1, said President Alexander Lukashenko at a meeting in the Palace of Independence. The leader added that the document must not be repelled under any circumstances. By the autumn of 2017 the decree should work clearly and transparently.

The problem of those who are not working and who do not want to work cannot be hidden, the President is convinced.

Retraining is not the only measure that helps Belarusians find employment. The state constantly creates new jobs. Also, the state has provided subsidies for those who want to try themselves in entrepreneurial, handicraft activities and even helped almost 90 families move to a new place of residence and work.

Alexander Lukashenko, President of Belarus:
The society should know that there can be no cancellation of Decree No.3. I already explained this question: at least half a million of our non-working people. 200,000 of them can be exempted: large families, sick, disabled people, people who may want to work, but they do not get it due to life circumstances. But where are those 300,000 people? Therefore, Decree No. 3 is 300,000 of those who must work, but do not work. And we must make them work. That's the whole ideology. There is nothing to hide from people.

The updated Decree No. 3 should be ready by the first of October. Stimulating employment, supporting business initiatives and ensuring the legalization of labor activity is one of the main indicators of the effectiveness of work of local authorities. They will be given the relevant powers.

Alexander Lukashenko:
Local authorities that directly control the labor market and see each person on the ground. These are the chairmen of village councils, city councils and executive local authorities. They should have all the powers and levers to influence these people to solve this problem. That's what we need to do and outline in the new edition of the decree. I hope that, in addition to the government, the deputies will seriously take up this issue. By October 1, we must have this document.

Meanwhile, the Minister of Labor and Social Protection, Irina Kostevich, spoke on the innovations of the finalized Decree. The government took the initiative: if a person doesn't work he or she has to pay for services that are subsidized by the state. Their list will be drawn up in the near future. The so-called ID card may appear in the future to assist with these measures.

A modern database will be created that will contain information for each citizen: either you are a student or an individual entrepreneur or a worker. By the end of 2018 we will create an integrated Belarusian service and accounting system - ID card.

140,000 people turned to Belarusian labor, employment and social protection bodies in 2017. This means that Belarusians are interested in having jobs. This is also confirmed by the fact that today 34,000 people are registered with the employment services. This is almost 30% less than in 2016.

The lowest unemployment rate is in Minsk, the capital city. Next come the Minsk region, Grodno region, Mogilev region and Gomel region. Throughout Belarus, the unemployment rate is no more than 1%.By the way, for Western Europe, such a declining indicator is typical. However, zero unemployment figures simply cannot exist, experts say.

In developed countries of Europe, such as Germany or the UK the unemployment rate is up to 5%. The unemployment rate helps enterprises and farms acquire a more qualified workforce. If there is no unemployment, how can you open an enterprise and hire people?

Another issue is natural increase. Now more than 9.5 million people live in Belarus. In 2017, the population grew by 6,000. But the potential is much greater. Benefits for young families with children have increased, and the spectrum of social services has expanded.
