Belarus offers Vietnam to partake in joint infrastructure projects

Belarus and Vietnam have chosen the way of economic integration. On June 27, the Presidents of Belarus and Vietnam held talks at the Palace of Independence.

From the very first minutes of the meeting, the heads of state demonstrated their intention to develop cooperation.

Interaction with South-East Asia is one of the priorities of Belarus, and here Vietnam occupies a special place. In its region, the official Hanoi is quite influential, and good relations with it open real prospects for entering the markets of the neighboring states.

In addition, Vietnam was the first to conclude a free trade agreement with the Eurasian Economic Union, in which Belarus is a member together with Russia and Kazakhstan, major regional players.

Trần Đại Quang came to Belarus in 2015 as Minister of Public Security, and now he is visiting our country as the president of Vietnam. Alexander Lukashenko was there three times. Moreover, it was to Vietnam where he made his first overseas visit after the 2015 re-election.

The friendly relations between the Belarusian and Vietnamese peoples, which started back in the days of the Soviet Union, have never been interrupted, and as a result of comprehensive and progressive development they have reached a qualitatively new level. We did not forget the expression of that era about relations with Vietnam, "the distance is great, but our hearts are close." It still perfectly characterizes the Belarusian-Vietnamese cooperation.

Belarus is following the social and economic successes of Vietnam with interest.

We are pleased with your achievements, especially over the past decade. We have new opportunities for developing closer cooperation, including through joint ventures, service centers, and infrastructure projects. We are ready to render maximum assistance to Vietnamese partners in the work on the Belarusian market.

Speaking about our presence in the Vietnamese market, it should be noted that the first noteworthy steps have already been taken in this direction.

By the end of 2017 a joint facility to produce trucks MAZ is going to be established in Vietnam. Belarusians are ready to participate in infrastructure projects for the construction of metro, tunnels, the exploration of oil and other mineral resources of Vietnam.

By the way, the representative office of the company "Minskmetroproekt" is already open and working in Vietnam.

It is ready to undertake projects of any complexity. Why don't we design metro stations "Minsk" in Hanoi and "Belarus" in Ho Chi Minh City?

The Vietnamese metro is a project worth almost $2.5 billion. The first trucks of Minsk Automobile Plant (MAZ) will soon begin to roll off the assembly line 40 kilometers from Hanoi. The production capacity is 1,500 vehicles per year. 90 trucks were sold before the plant was launched. By the way, the facility was built taking into account the requirements of feng shui.

Alexander Grigorievich, I noticed that over the past 25 years the relations between Belarus and Vietnam have been developing consistently in all areas. We support each other in the international arena, in international organizations. Politics is a good basis for our economic contacts.

MAZ plans to open another production facility in Vietnam (the so-called "slender" buses) - this is another 1,000 vehicles a year.

According to local standards, the body of public transport is narrower than in Belarus. Belarusian buses in Vietnam will be blue, while in Minsk they are mostly green or yellow.

The enormous potential of trade and economic cooperation between our countries became particularly noticeable after the entry into force of the Free Trade Agreement with Vietnam within the framework of the Eurasian Economic Union (EEU).

Belarusian exports to Vietnam immediately grew almost threefold. Removal of customs duties is an obvious advantage for trade. For example, dairy produce in the local market is a commodity with high added value. The price of milk in Vietnam is one of the highest in the world: a bottle can stand on one shelf with expensive wine, and a kilo of cheese costs from $20. Consumption is increasing together with the growing welfare of the population.

Since 1990, the average Vietnamese began to drink 30 times more milk.

However, competition with suppliers from the US, Europe and New Zealand is a serious challenge to Belarusian milkmen. However, the image of Belarus, formed by decades of Belarusian-Vietnamese friendship, is also an important resource.

Alexander Lukashenko:
There is a positive dynamics in economic interaction. The effective usage of the advantages of the free trade zone between Vietnam and Belarus (as a member state of the Eurasian Economic Union) creates additional opportunities for a dynamic increase in trade.

Today we agreed that our goal in 2018 and 2019 will be a turnover of half a billion dollars.

In this example, we see an expansion in the supply of agricultural products, confectionery products, and vehicle kits. The basis of our cooperation is industrial cooperation, the implementation of infrastructure, agricultural projects, exploration and extraction of minerals.

BelAZ is working to expand supplies of quarry trucks to Vietnam. Another potential export item is large-sized tires from Bobruisk.

I want to assure you of our readiness to develop our relations, build trade and economic ties, and promote investment cooperation between our states.

In the Palace of Independence the delegations signed a large package of Belarusian-Vietnamese documents that simplify cooperation.

For example, the Brest region and the Lao Cai Province became closer to creating strong regional ties.

Our countries have confirmed mutual interest to strengthen cooperation. One of his characters was this little tree which Alexander Lukashenko and Trần Đại Quang planted on the Tree Alley, next to the seedlings of other leaders of foreign countries.

Before taking part in the opening of the business forum, the presidential motorcade of Trần Đại Quang drove up to the Eternal Flame to honor the memory of those who died during WWII.

Vietnam, like Belarus, is a country known to the world for its unprecedented in scale guerilla resistance in the fight against invaders. So the monument at Victory Square in Minsk is not just part of the diplomatic protocol for Trần Đại Quang.
