Piotr Arushanyants: business conditions in Belarus becoming radically simpler

Belarus President Alexander Lukashenko has announced almost revolutionary changes related to the improvement of business climate. While talking about these innovations, could you tell us what lies ahead?

Piotr Arushanyants, Director of the Entrepreneurship Department of the Ministry of Economy of the Republic of Belarus:
Business conditions are becoming radically simpler, it’s about all industries without exception. All the extra barriers are being dropped, extra burden that can be removed today thanks to changes in technologies and approaches, many electronic components are being included into the work of government bodies. Therefore, we can give up the things that were necessary for government control five-ten years ago. For example, let’s take the simplest things. Handicraft: earlier it was a must to make a basket only from natural materials but today any material can be chosen. There are fewer conventions and encumbrances. A craftsman can use his technologies for creating different items now. Earlier there was a defined list, but now you can do everything you want except furniture, because it belongs to another category of work. Moreover, earlier craftsmen couldn’t use online advertising. They are provided with this opportunity now.

As for the industries that can become successful. Which of them can get the greatest development in the nearest future?

Piotr Arushanyants:
Overregulation took place in more complicated industries. First of all, it’s about production. That’s why first of all, simplified conditions will be created for industrial production first.

Load reduction for business is an important aspect. How is it expressed now and what will become with it later?

Piotr Arushanyants:

An individual will spend less time for accounting. It will be easier to prepare book and tax accounting. As there are fewer binding demands, there will me fewer violations because there is nothing to violate.

Tax advisers will appear and it will be quite possible to give them a solid part of your work, all the deals with tax authorities and leading a significant part of your business. They will also take responsibility for making some possible mistakes. It’s very important for an entrepreneur. For example, he is a good designer, a good builder, so what is the reason for him to stuff his head and, in fact, to get a second education as a lawyer or an economist?

Entrepreneurs have always complained about domination of all possible inspections. In which case will these checks will still be carried out? What should be done in order not to cause an inspection?

Piotr Arushanyants:

The number of both planned and unscheduled inspections will be cut down, and probability of carrying them out will be declined. First of all, there are not only restrictions that will be set in the very Decree “On Control Activities” but also the fact that, for example, we had almost a few thousands technical statutory acts that couldn’t always give a complete understanding whether something is binding or voluntary; so an inspector came by himself and didn’t always check everything up but said that all the requirements were fulfilled and didn’t bring violators to justice. It was followed by a controversy and investigation. It took time.

Not thousands, only ten mandatory requirements will be in this sphere now. It’s not only about construction, it’s about all technical statutory acts and almost all industries. It also concerns sanitary requirements. It won’t be a large number of acts, acts become voluntary for executing. The decree that is proposed for public discussion contains all the necessary norms. You need just to read and learn the decree and you won’t make a mistake even by accident because there are few of them and they are easy to remember. The possibility of inspection still exists if there are complaints from citizens. The work will always be carried out in this sphere in order not to make an inspection after every complaint but after valid ones. The criterion of this validity will be brought in order; it won’t depend on one person but would be regulated in order to minimize subjective opinion.

Public discussion of upcoming changes is going on now.

Piotr Arushanyants:

We will get the results of public discussion by the end of April 2017. I think that there will be additional inquires from some business people and public authorities. If there are now comments and proposals, the document will be adopted and come into effect.
