Zhang Dejiang: China will support Belarus in its strive for political and economic stability

Investments into the bank sector and the development of the Chinese-Belarusian industrial park Great Stone. The future of the Belarusian-Chinese cooperation was discussed on April 18, 2017 at the Palace of Independence. Belarus President Alexander Lukashenko received the Chairman of the Standing Committee of the National People's Congress Zhang Dejiang.

As Alexander Lukashenko stated the high level of bilateral political relations,

Belarus and China are strategic partners,

these relations must strengthen the economy. The bid is not only on the Chinese-Belarusian industrial park Great Stone. Both Belarus and China are sure that there will be many more joint projects, which are no less important.

Relations with China are one of the priorities of Belarus’ foreign policy. There are a lot of proofs to this. Friendly relations at the highest of levels, a commodity circulation worth more than 2.5 billion dollars. It is no surprise that the industrial park Great Stone is an ambitious project. Both Belarus and China want to make 2017 watershed.

Together with our Chinese partners we have a formula which is 20,10,5. As many as 20 residents by the end of the year, ten residents who must build their companies in the park, and five who must start producing in the industrial park.

Representatives of any foreign businesses are welcome at Great Stone.

It is planned to attract about 50 resident companies to the park by the end of 2020. In this case the park will be a success. Mutual plans of Belarus and China are ambitious and far going.

The National People's Congress of China is the highest legislative body of the country. The term of office is five years, and as many as 3,000 delegates are compose the Congress.

By the way, they work on a non-permanent basis, however, they gather once a year for a session which lasts two or three weeks.

Constant execution of functions lies with the committee and its authorities. In fact it is the supreme collegiate body with wide authorities. For this reason Zhang Dejiang is considered the third most important person in China. It is his first visit to Belarus, but they met with Alexander Lukashenko in Beijing last September. He accepted the invitation to Belarus with great pleasure. Zhang Dejiang appreciated Belarusian hospitality, the beauty of Belarusian nature and culture. However, the main thing stays clear, further work on key positions of bilateral relations.

I want to draw your attention to one important thing. After visiting the Belarusian-Chinese industrial park Great Stone, President of the People’s Republic of China called it the pearl of the Silk Road. We cannot create plants and an economy of the past there,

world-class companies with an economy of tomorrow need to be involved there.

Otherwise plants won’t be able to compete on the European and former Soviet Union markets. When discussing these issues in the PRC, I would ask you to first of all have in mind that in Great Stone should only have high-tech enterprises.

Secondly, I am very worried - and you've probably noticed this -

about the imbalance of our bilateral trade.

I would very much like to ask you to pay close attention to this issue, both in the work of the Belarusian-Chinese intergovernmental committee on cooperation, and at the level of the heads of government of the two countries and parliamentarians. This issue should be paid special attention.

Chinese partners are ready to solve any problems. The Chinese market is open for Belarus. The trade will be balanced. The perspectives of the financial sector were also discussed. China CITIC Bank is getting ready to enter the Belarusian market. It is among the top ten largest banks in China and is a unit of CITIC Group, the head of which visited Belarus in 2016. This bank is orientated at international business, it is represented in 130 countries and holds rather attractive positions in Forbes ranking.

Belarus is also planning to place its bonds on China’s financial market.

Political relations between Belarus and China, which are frank and friendly, must strengthen the economic ties between the two countries.

Cooperation of Belarus and China in all sectors is developing and has taken shape of ripe interstate relations. It is a firm political foundation, integrated economic interest. Active and dynamic humanitarian ties, and close cooperation on the international arena.

China is interested in continuing cooperation at all possible levels,

what is more, China will always support Belarus in its strive towards political and social stability and economic growth.

Further actions of cooperation have been outlined. Specific suggestions must be developed by Alexander Lukashenko’s upcoming visit to China which is due in May. Beijing will host the One Belt One Road international economic forum, where regional integration will be discussed. In the three years since the establishment of the Silk Road Economic Belt

investments made into its project exceeded 50 billion dollars.

Investments were also discussed in Minsk. As many as 30 projects, which are financed by Chinese banks, are realized in Belarus today. The total amount of investments made is about six billion dollars. There is certainly more to come.

Belarus suggests discussing a range of economic issues. It is very important for Belarus in the threshold of Alexander Lukashenko’s visit to China. We hope that during the upcoming visit

a range of practical directions of Belarus-China cooperation will move forward.

That is why we are hoping to get ready for the upcoming meeting to the fullest extent during the current visit.

Besides the discussion of important economic issues, the Chinese delegation didn’t forget about the cultural program. Chinese parliamentarians admired landscapes by Valeriy Shkarubo at the Palace of Independence and visited the National Art Museum of Belarus. Belarus and China will certainly continue the discussion of future ambitious projects in the nearest time. What is more, the two countries agreed to stay together and work promptly in their charted course.
