Local roads must be improved in three-four years, while governors will be in charge of this process. On April 5, the head of state raised the issue of the quality and repair of highways of regional scale and rural roads.
The Belarusian leader emphasized that Belarusians are not accustomed to traveling on bad roads. And while motorways in the country are at an appropriate level, the situation with local roads raises concern.
Alexander Lukashenko, President of Belarus:
Within three to four years, the local road network should be brought in the appropriate state. By the end of this five-year plan, we have to finish the repair and rehabilitation of roads. Technologies abound, including those that we are tested in practice. It should be borne in mind that we agreed to make roads with concrete surface. If today it still relevant and beneficial (at least, no one reported to me that it is not profitable), then we have to use as much concrete as possible. Where this is not possible use asphalt and concrete. I emphasize once again: technologies abound. I give you four years not just to find some means, but to clearly define and bring roads to a normal state for the funds allocated. Governors need to control it with iron discipline.
Belarus has 71 000 kilometers of local roads. According to different estimates, from 6,000 to 10,000 kilometers require urgent repairs. Car collection fees entering the Road Fund compensate for only a tiny part of the maintenance and construction costs.
