Igor Shunevich: Public security monitoring system is a necessity for every civilized society

A public security monitoring system will be established in Belarus. It was decided at the Presidential meeting on March 27, 2017.

Currently, Belarus has a fragmented system of video monitoring,

which is subject to different agencies and organizations.

This makes control more difficult.

A unified system would significantly automate the processes and increase efficiency.

Here is an example. An armed assault in Pervomaysky district at night time in 2016.

A public security monitoring system of this very shop helped to identify this criminal.

In a few days of time the criminal was found.

The public security monitoring system in Minsk helped to solve more than 60 crimes during the first two months of 2017. Such monitoring systems are simply a necessity in places where there are a lot of people. Pictures from hundreds of cameras can be printed on the screen in this trading center.

Dmitry Nikolaichuk, chief of security department of a trading center:
As many as two or three big thieveries are terminated every week, as for the small crimes, up to five or six are prevented every week.

Public security monitoring systems are an integral part of today’s life. Peace and security are becoming more technologically developed. The main aim of public security monitoring systems today is security protection.

This is the main reason why such systems are successfully used practically everywhere,

from hotels and shops to private flats. Before accepting the project, it was discussed in detail at the Presidential meeting.

Alexander Lukashenko, President of the Republic of Belarus:
It is evident that such a system in Belarus would increase the level of law enforcement by implementing automated processes that detect a variety of threatening events and analyze incoming information.

What is more, it will provide an opportunity to free a significant number of employees and resources involved in their respective fields.

It means that we can optimize the structure of specific public bodies, which we are doing now, by the way.

We already have the existing video surveillance system;

there are telecommunications networks and appropriate equipment. However, a question arises. Belarus lack in this system, what other opportunities we will get after commissioning this new system.

Dear Mr. President, dear colleagues.

The Ministry of Internal Affairs has developed a decree on the Republican public security monitoring system,

which has been reconciled with all the concerned authorities.

A monitoring system sees everything from above.

The camera will even notice a left behind bag or a person who fainted.

The ambulance will arrive quicker, if there is no one nearby. Most criminal acts are prevented by monitoring systems, or such systems help to reveal crimes hotfoot.

Igor Shunevich, Minister of Internal Affairs of the Republic of Belarus:
President Lukashenko accepted our suggestion that such systems are rather appropriate. And they are a necessity in every civilized society.

All the developed countries have realized this project to some extent.

President Lukashenko also entrusted to go through the aspects of realization of the project in detail. First of all these are issues are connected with the choice of an operator who will be generating all these ideas and carrying out the practical realization, from buying iron to exploitation.

After the document is looked at in detail, it will once again be on the President’s table. As many as 4,000 places may be equipped with public security monitoring systems in 2017.

Video cameras watch us at railway stations, in Banks, metro.

However, law-abiding citizens do not catch the attention of such systems. As for the level of crimes in public transports, it is decreasing.
