Decree №. 3 (Decree "On prevention of social dependency”) won’t be canceled, but there will be no need to pay the social tax in 2017. This and other matters were mentioned at the Belarusian President’s meeting dedicated to topical aspects of Belarus’ development. Those who have already paid the tax won’t have to pay it in the next 12 months. But if a person finds a job and it is registered in the employment work book in 2017, than the payment will be returned to this person.
The Decree “On prevention of social dependency” will be looked at once again in the period of one month. By order of Belarus President Alexander Lukashenko a list of those, who can and must take responsibility for state support of social needs must be made by April 1, 2017.

Heads of district and regional executive committees will have to give reports on where these finances were forwarded to at the sessions of city councils. How many children are raised by the government? As many as 21,000 children, 18,000 of them are orphans. These are the children who have parents. These parents were supposed to bring up these children, but the government is doing it instead.
According to experts, Decree №. 3 had some omissions. Nevertheless. It made it possible to define those citizens, who haven’t been working for years. Those who weren’t used to work started looking for a job. People, who were concealing their incomings, registered their businesses.
Nikolai Shchekin, Director of the Politics and Economic Sociology Department of the Institute Of Sociology at the National Academy of Sciences of the Republic of Belarus:
First of all it is a possibility to thoroughly work out the mechanism and methods of this Decree’s realization and make it more individual. Probably there were some omissions, when certain social groups, which had to be analyzed and looked into, fell for the Decree. A lot of people who couldn’t find a job for objective reasons were included into the group of payers.
The decision of Alexander Lukashenko to suspend the Decree “On prevention of social dependency” for one year was one of the most discussed news. Nobody denies the fact that everything the government creates for people today includes tax payer’s contributions. To help people in difficult situations and to encourage consumer’s attitude are two completely different things.
I think that the Decree should be given another brush.
Taxes need to be paid. But it has to be done openly so that the government knows, that this person works.
Those who earn money but somehow manage to conceal their incomings must pay 100% for service at health care institutions, for your personal education or education of your relatives. Or for the community facilities, including the social favors the government gives us.
Some people conceal their incomings and don't want to work, yet others are looking for a job and can’t find one. For this reason the Decree needs to be looked into more thoroughly.
As for the work search, the issue concerning the employment of out of work people must be decided on by May 1, 2017.
