Draft animal care law being considered in Belarus

Is this a new bill?

Yuri Dorogokupets, member of the Standing Commission on Housing Policy and Construction of the House of Representatives of Belarus' National Assembly:
Of course. We have not had such a bill. Currently, we only have rules concerning domestic animals (dogs and cats), approved by a resolution of the Council of Ministers in 2001. And this bill is really new.

What will it be?

Yuri Dorogokupets, member of the Standing Commission on Housing Policy and Construction of the House of Representatives of Belarus' National Assembly:
The bill provides that the maximum number of animals one can have in an apartment of a multi-dwelling building is two. So you can have two dogs, two cats or one dog and one cat.

And what about those who have three dogs and three cats?

Yuri Dorogokupets, member of the Standing Commission on Housing Policy and Construction of the House of Representatives of Belarus' National Assembly:
The draft law provides for this situation too. Those with a larger number of animals need to register them within three months from the date of the entry into force of the bill.

We need to be sure that those who purchase pets know how to treat them and be responsible.

There was a point that one cannot tie dogs to structures near front doors of stores.

Yuri Dorogokupets, member of the Standing Commission on Housing Policy and Construction of the House of Representatives of Belarus' National Assembly:
Yes. You cannot go into the store having your dog tied to something outside. You cannot enter health institutions, schools, playgrounds and parks with dogs.

But what about hand dogs? Many do not consider them dogs and go to shops or restaurants with them...

Yuri Dorogokupets, member of the Standing Commission on Housing Policy and Construction of the House of Representatives of Belarus' National Assembly:
Excuse me, but this is also prohibited. Man is man. A dog is a dog. And dog owners must take care about their pets, ensure that the latter are vaccinated. From time to time, once a year, they must visit the vet. There are different nuances. But you need to understand your responsibility.
