One year past Minsk agreements on Ukraine: what is still to be implemented?

On February 12, the world marks exactly one year after the Minsk agreements. On the same day in 2015, in the capital of Belarus, a package of measures to resolve the situation in Ukraine was adopted. 

The document was endorsed by the 'Normandy 4' - the leaders of Russia, Ukraine, Germany and France. The package of measures was supported by the UN Security Council and has become mandatory for implementation of the peace process in the conflict zone.

However, some points of the plan are still to be implemented. The law on the special status of Donbass has not been adopted. This law would help organize the elections there. The exchange of prisoners is not going at a full scale and the ceasefire is not fully respected.
