Belarus' Interior Ministry for mitigating administrative penalties

The Public Council under the Ministry of Internal Affairs has initiated mitigation of punishment for administrative offenses. This decision is based on statistics. In particular, the public council discussed issues concerning traffic rules and standards of conduct in public places. 

The changes will be submitted for public discussion in the near future. In interior believes that the liberalization of Belarus' justice system will help improve the image of the country.

Igor Shunevich, Minister of Internal Affairs of the Republic of Belarus:
I do not think that everyone who is drunk is a danger for society today. Given the purpose of the Interior, we believe that a police officer is obliged to first of all assist that person and only after that consider the behavior as illegal if a person is committing any socially dangerous acts. And we also touched upon some of the articles governing the traffic rules. Today, we punish motorists only for their forgetfulness and we need to think whether and how we need to improve this practice.
