First section of Minsk's second ring road to be commissioned in the autumn

The first section of the second ring around Minsk will be commissioned in the autumn, said July 30 Transport and Communications Minister Anatoly Sivak meeting with President of Belarus Alexander Lukashenko.

The focus was on issues of operation of toll roads, the upgrading and construction of new roads, as well as the second runway of the national airport and the transfer of Aircraft Repair Plant beyond Minsk.

Alexander Lukashenko, Belarus President:
The main thing is road construction and application of new technologies for the construction and maintenance of our roads.  Naturally, railways: operational efficiency... Did we reach those figures that you promised us the meeting (you remember)? And please list the major problems that we have today, including in your office. Please.

Anatoly Sivak, Transport and Communications Minister of the Republic of Belarus:
The Second Ring Road, the first stage. Your task was to finish that road this year, I mean the first section. The first stage is the road from Ostroshitsky Gorodok to the M6.

Alexander Lukashenko:

Why from Ostroshitsky but not from the Barrow of Glory?

Anatoly Sivak:
From the Mount of Glory we do have a normal road, it is not included in this project.

Alexander Lukashenko:
I recently asked about that. I know you will expand this road there, right? 

Anatoly Sivak:
Yes, we are preparing such proposals.

Alexander Lukashenko:
This section mustn't have any issues.  We can't waste money on all projects, necessary and unnecessary at this stage. 

Officially, the second ring road will be called the M14. It is almost three times longer than the current road around Minsk - the Minsk Ring Road. The construction speed is one meter per minute. The opening of traffic on the section from Ostroshitsky Gorodok to the intersection with the highway P28 Minsk - Molodechno is scheduled for the autumn.

Anatoly Sivak:
Today, this road may be used by construction cars, with the exception of two bridges. Now the main work is to lay concrete on the second and third sections. We expect that the first three stages (laying of the upper layer) will be completed by September. The remaining two sections - before the end of the year.

The Development Bank allocated about 2 trillion rubles for the construction of the Second Ring Road. 

Anatoly Sivak:
I reported to the President on the fact that we had earlier made certain decisions to reduce the cost of the road. But this year we optimized the costs by 200 billion rubles without compromising quality.

Sergei Mikhei, Deputy General Director of Minskavtodor Center:
For the construction of the road, we use bulk materials from the nearby sand pits and gravel from a quarry in Mikashevichi. Plus remember that we have switched to concrete pavement. Accordingly, the cement is from the Krasnoselski cement plant.

Roads of Belarusian transport complex can encircle the globe twice. More than a hundred thousand kilometers of highways and railways annually significantly replenish the country's budget.

Alexander Lukashenko:
I would like today to hear about our work on toll roads. We have a two points there: toll roads and, as they are called, "messages of happiness" penalties for speeding that drivers then receive by mail. 

It is already possible to draw some conclusions on the implementation of the project. The money invested by the investor will return in 8 months.

Today the officials also discussed the construction of the second runway at the national airport and the works on the removal of the Minsk Aircraft Repair Plant beyond the capital.
